CLUB BY-LAWS

ARTICLE V

OFFICERS

 

SECTION 1 - OFFICERS

The officers of this corporation shall be a President, vice-president, Secretary and Treasurer.

SECTION 2 - ELECTION

The officers of the corporation shall be elected annually by the membership on the following procedure and in the following manner:

The Board of Directors shall at the regular meeting of the Board of Directors held in the month of November, appoint a nomination committee consisting of not less that three (3) regular members of the corporation.  Said committee shall propose candidates for each office, which said nominations, shall be submitted to the regular membership at the December meeting.  Thereupon the president shall call for nominations from the floor in January and February and then close the nominations.  The officers shall then be elected by ballot at the regular February meeting of the membership.

SECTION 3 - REMOVAL AND RESIGNATION

Any officer may be removed with cause by a majority of the membership at the time of any regular or special meeting of the membership.  Any officer may resign at any time by giving written notice to the Board of Directors.  Any such resignation shall take effect at the date the receipt of such notice, or a later time specified therein.

SECTION 4 - VACANCIES

In case of a vacancy in any office for any reason or cause, the members of the Board of Directors shall by affirmation vote of the majority thereof, elect a successor to hold office for the unexpired portion of the term of said office.

SECTION 5 - PRESIDENT

The President shall preside at all meetings of the members, and at all meetings of the Board of Directors, and shall have such others powers and duties as may be prescribed by the Board of Directors, or the by-laws, or as shall be incident to the office.

SECTION 6 - VICE-PRESIDENT

In the absence or disability of the President, the vice-president shall perform all of the duties of the President.  The Vice-President shall be in full charge of all invitational tournaments, and may appoint any assistants that may be needed in addition to an Assistant Range Captain for each additional course when more than on course is used.  The Vice-President shall be the final authority on all questions of rules, or anything affecting the conduct of the tournament, by may not change a target captain's decision on hits, except to clarify the rules governing such things.  The Vice-President shall have such other powers and duties as from time to time may be prescribed by the Board of Directors, or by the By-laws.  The Vice-President shall also serve as chairman of standing committees as described in Article VI Section I.

SECTION 7 - SECRETARY

The Secretary shall keep the minutes of the meeting of the Board of Directors, and of the meetings of the membership, keep all the records of the corporation, and shall have further duties as may be indicated by the title, or as prescribed by the Board of Directors, including the giving of notices of meetings as herein provided.

SECTION 8 - TREASURER

The Treasurer shall receive all monies of the corporation and shall have general supervision over all corporate funds and securities, and over the collection of all accounts.  Said Treasurer shall cause to be kept full and accurate accounts of all receipts and disbursements, and books belonging to the corporation, and shall give, and furnish, a financial report showing the financial condition of the corporation to the Board of Directors upon request to do so by the Board of Directors.  The Treasurer shall have such further duties as are indicated by the title and as from time to time may be prescribed by the Board of Directors.  The Treasurer shall prepare a monthly financial report to be submitted at the General Meeting.  Said report shall be prepared in triplicate, one copy for the President, one copy for the Secretary, and the third copy shall be retained by the Treasurer.  The Secretary's copy shall be circulated at the General Meeting for the information of the members.

SECTION 9 - RANGE CAPTAIN

The Range Captain shall be responsible for the operation of the range and coordinate the assignment of the active members for range maintenance.  The Range Captain shall bring to the attention of the Board of Directors, and the membership where appropriate, all matters pertaining to the range.

SECTION 10 - RANGE SECRETARY

The Range Secretary shall be responsible for conducting registration of competitors at all Club Field Tournaments conducted on the club's field range and the statistical functions in conjunction with the Tournament.  He shall keep sufficient records to conduct the N.F.A.A. 20-PIN PROGRAMS, AND THE Monthly Field Tournament Award program, and shall have other duties as may be indicated b the title as may be prescribed by the Board of Directors.

SECTION 11 - FLINT CAPTAIN

The Flint Captain shall be responsible for the Scalps and Skin shoots.  This includes the set up, take down, the keeping of adequate records and awarding the prizes at the Banquet.  He shall render a monthly report during the time of the Scalps and Skins Shoots to the Board of Directors and shall have other duties as may be required to conduct the program or may from time to time be prescribed by the Board of Directors.

SECTION 12 - HUNT CHAIRMAN

The Hunt Chairman shall deep a running record of all game legally taken during the year and to present appropriate awards at a time designated by the Board of Directors.  He should make this record available to the Board of Directors and the general membership whenever called upon to do so.  He shall have such duties as may be prescribed by the Board of Directors.

HUNT COMMITTEE

A.    Hunt committee headed by the Hunt Chairman shall from time to time review and revise the hunt program and shall submit such revisions to the Board of Directors for approval.

B.    The Hunt committee shall consist of the Hunt Chairman and four (4) additional experienced bowhunters with at least two (2) year membership in Oranco.  Committee members may be selected from the inactive, active or special membership list and shall not consist of any elected club officers other than the Hunt Chairman.  The Board of Directors shall approve all appointments.  The Board of Directors shall approve new appointments no later than the May Board meeting.

BOWHUNTER - AWARDS SYSTEM

A.    Small Game Award:  This award is given to those hunters who take eight (8) species within a given year. Four (4) for juniors 15 years and under.

B.    Small Game Hunter of the Year:  Small Game Hunter of the Year will be the hunter with the most points for small game.  Once a hunter has won this award they will advance to the Master Class the following year.

C.    Master Small Game Hunter of the Year:  This will be the hunter that takes at least twelve (12) species and accumulates the most points of those hunters in the Master Class.  Once a hunter enters the master class he will remain in this class.

D.    Big Game Award:  This award is given to those hunters who take one (1) Big Game species in one given year.

E.    Big Game Hunter of the Year:  This will be the hunter with the most points for big game.  Once a hunter has won this award he will advance to the Master Class the following year.

F.    Master Big Game Hunter of the Year:  This will be the hunter who takes at least (2) big game species and accumulates the most points of those hunters in the Master Class.  Once a hunter enters the Master Class he will remain in this class.

G.    Oranco Bowhunter of the Year:  Oranco Bowhunter of the Year will be the hunter that accumulates the most points, big and small game, over all.  The winner of this award may be from any class.  The hunter's name will be placed on a perennial trophy to be kept by the Club.  A plaque is to be presented at the Awards Banquet.

SMALL GAME AWARD SYSTEM

A.    Only one (1) animal per species and sub-species will be accepted

B.    Any species not listed on the game list may be accepted by submitting a written petition. The Hunt Chairman will determine points for such animals.

C.    All animals must be turned into the Hunt Chairman within six (6) weeks, with the date of kill, place taken, and number of points.

D.    All animals turned in will be accepted on the honor of the Oranco member.  However, if your veracity is challenged, proof will be needed to verify your claim.

E.    No species taken under depredation will be accepted.

F.    The point total assigned each animal (1-4) shall be solely based on the difficulty generally experienced in hunting that animal.  As such, these point totals are an attempt to measure in some way the overall skill necessary to hunt and take that animal with a bow and arrow.

In the case of Geese, Ducks, Quail and Grouse, different sub-species may be entered as separate animals.  For example, a bowhunter may enter one Blue Grouse and one Sharptail Grouse OR one Pintail Duck and one Mallard Duck OR one Valley Quail and one Mountain Quail OR one Snow Goose and one Canadian Goose.  Only separate sub-species listed in the game regulations of the state where killed will be accepted.

 

BIG GAME AWARD SYSTEM

A.    Only one (1) animal per species and sub-species will be accepted, with the exception that any number of record class animals will be accepted.

B.    Any species not listed on game list may be accepted by submitting a written petition.  The Hunt Committee will determine points for such animals.

C.    All animals must be legally taken and legally possessed, and taken under the rules of fair chase.

D.    All animals must be turned in to the Hunt Chairman within six (6) weeks of kill and prior to the end of the hunt year.  The hunt year is from February 1st till January 31st.  Each card shall contain species or sub-species name, date of kill, location of kill (county and state), sex of animals and official trophy score. (See paragraph G)

E.    All animals turned in will be accepted on the honor of the Oranco member.  However, if your veracity is challenged, proof will be needed to verify your claim.

F.    No animals taken under depredation will be accepted.

G.    Any animal officially qualifying for the Pope and Young Club Records shall receive additional six (6) points.  Any animal officially qualifying for the California Bowmen Hunters Records shall receive additional three (3) points.  A maximum of six (6) additional trophy points shall be awarded per animal.

'Officially Qualifying' shall mean being officially scored by an official measurer of the respective record keeping organization and being accepted as valid by that organization.  To receive additional trophy points, a copy of the official scoring form must accompany the species card.  Any trophy points for animal that cannot be officially measured before the end of the hunt year and ultimately qualifies for either Pope and Young or California Bowmen Hunters Record Book will be awarded the appropriate trophy points in the following year's competition.

H.    Where sub-species are determined by geographic locations, boundary lines determined by the Pope and Young Club shall be used.

I.    The point total assigned each animal (1-10) shall be solely based on the difficulty generally experienced in hunting that animal.  As such, these point totals are an attempt to measure in some way the overall skill necessary to hunt and take that animal with a bow and arrow under the rules of fair chase.

J.    Other animals not accepted by California Bowmen Hunter and Pope and Young Hunting Programs shall receive separate special awards.

K.    There will be an annual Big Buck Contest, the winner of which shall be determined by the animal submitted with the greatest spread. Measurement shall be taken by any two (2) Hunt Committee members.  A perennial award shall be provided.

SECTION 13 - TOURNAMENT CHAIRMAN

The Tournament Chairman shall be responsible to conduct a program designed to encourage participation in tournaments by members of Oranco Bowmen, and to be a specific representative of those in the club who participate in tournament shooting.  The duly elected Tournament Chairman administers this program.  The Chairman can (with Board approval) increase the rules and regulations each year, if it is believed that it will help the program in it's main objective, which is to get more club participation in archery tournaments.  The winner or winners will be determined by a point system.  The flint round will not be included in the point system.  Our own club shoot will be counted. Points will be earned as follows:

In class or flight at designated Club shoots, Invitational, and novelties.

In class or flight at a State, National or Regional tournament. ( Regional Tournament of the Nation).

4 for 2nd place

3 for 3rd place

The individual archer will be responsible for reporting his or her own points to the Tournament Chairman within sixty (60) days after a tournament.  (Please use a 3x5 card to report.) The Chairman should give an as up-to-date listing of available tournaments as possible at each general meeting.  Trophies will be awarded for 1st, 2nd and 3rd places.

Subject to the approval of the Board of Directors, the Tournament Chairman shall establish a tournament program and cause appropriate registration of said tournaments to be affected.

SECTION 14 MEMBERSHIP CHAIRMAN

The duties and responsibilities of the Membership Chairman are as follows:

  1. Complete and submit applications for CBH, NFAA and OBFA for club membership or verify current affiliation in CBH, NFAA and OBFA.

  1. Notify the membership of upcoming renewals either through the Club Newspaper, Mail, or at the General Meeting.

  1. Keep the membership list and directory up to date with quarterly addendum or as necessary.

  1. Return completed and accepted membership applications to the Secretary to be placed in our permanent files.

  1. Notify the treasurer of dues that are paid in.

  1. Perform other duties, as the Board deems necessary.
